Add `--regenerate` flag to `clan facts generate` which allows forcing
the generation of facts, regardless of their current existence.
Examples:
```
clan facts generate [MACHINE] --regenerate
```
or
```
clan facts generate [MACHINE] --service [SERVICE] --regenerate
```
